Directive 2013\/56\/EU, which amends the previous Directive 2006\/66\/EC, was introduced to establish stricter requirements for heavy metal content and promote the use of cleaner technologies. It also includes obligations for the easy removal of batteries and accumulators from products. In Italy, <strong>Legislative Decree 27\/2016<\/strong> transposes <strong>Directive 2013\/56\/EU<\/strong>, defining specific operational requirements for the Italian market.<\/p>\r\n<p>The stakeholders affected by the regulation are primarily <strong>Manufacturers<\/strong> and <strong>Importers<\/strong> of batteries, accumulators, and devices containing them in the EU market. These entities must register with competent authorities and provide detailed information on the types and quantities of batteries and accumulators they place on the market. They are subject to <strong>Extended Producer Responsibility (EPR)<\/strong>, making them responsible for financing the collection, treatment, and recycling of end-of-life products.<\/p>\r\n<p><strong>Distributors<\/strong> and <strong>Retailers<\/strong> play a significant role, as they are responsible for the recovery and recycling of used batteries. Downstream in the supply chain are <strong>Consumers<\/strong>, the end-users of these devices, who must follow proper disposal guidelines. In parallel, <strong>Recycling Entities<\/strong>, including facilities and companies specializing in battery and accumulator treatment and recycling, are involved. EU Member States must ensure that at least 45% of portable batteries placed on the market are collected and recycled within <strong>specific deadlines<\/strong>. Industrial and automotive batteries must be collected and treated separately.<\/p>\r\n<p>Flashpoint assists companies with compliance requirements under the regulation, starting with <strong>product and material analysis<\/strong>. Restrictions on heavy metals, such as the ban on placing batteries and accumulators containing certain levels of <strong>mercury<\/strong> and <strong>cadmium<\/strong> on the market, must be observed, with specific exceptions.<\/p>\r\n<p>We also support companies with product <strong>labeling<\/strong> and proper consumer information, including product composition, associated risks, and guidance on proper disposal and recycling. We conduct<strong> risk management<\/strong> analyses related to production and disposal. A particular focus is placed on <a href=\"https:\/\/www.flashpointsrl.com\/en\/service\/lithium-battery-transport\/?_gl=1*jiwhpx*_up*MQ..*_ga*MTEzMzI3ODM3Ni4xNzQ0NjMwNTYx*_ga_HB476WRP8R*MTc0NDYzMDU2MS4xLjEuMTc0NDYzMDYyNC4wLjAuMA..\" target=\"_blank\" rel=\"noopener\"><strong>Lithium Batteries<\/strong> <\/a>which are under legislative scrutiny due to the risks associated with their transport.
